Regulatory notes

How we operate in Arkansas

These are the rules that shape a job here; we plan around them at the survey, not on site.

  • A.C.A. 5-60-103(b) makes it an offense to knowingly use a drone to conduct surveillance of critical infrastructure, such as electrical systems, refineries, chemical plants, and communications towers, without the owner's written consent; a Class B misdemeanor, Class A for repeat offenses.

  • A.C.A. 5-60-103(e) makes purposely capturing drone images of a person or private property for surveillance a Class C misdemeanor, and A.C.A. 16-118-119 lets property owners sue for $5,000 per incident, or $10,000 if the images were distributed.

  • Arkansas has no statute that flatly preempts local drone rules, but cities and counties cannot regulate airspace; local authority is limited to takeoff, landing, and operations on publicly owned property.

  • Little Rock and the Northwest Arkansas cities of Fayetteville, Bentonville, Springdale, and Rogers sit under FAA Class C airspace, where LAANC authorization is required for drone operations.

  • The Arkansas Contractors Licensing Board requires a license for commercial work valued at $50,000 or more, and for residential work over $2,000 including labor and materials; pressure washing is not separately addressed and would be judged against these general thresholds.

  • Arkansas's MS4 stormwater program, adopted under Regulation 6.101 of the Arkansas Water and Air Pollution Control Act, requires covered municipalities to identify and eliminate illicit discharges, meaning non-stormwater discharges, into the storm sewer system.

Building stock

Little Rock has 11 buildings exceeding 200 feet and 6 exceeding 300 feet, led by the 546-foot Simmons Tower.

Northwest Arkansas commercial building permits reached $287.1 million in the second half of 2023, part of a multi-year run of office and retail construction in Bentonville and Fayetteville.

What to expect in Arkansas: two documented projects

We have not yet published a documented project in Arkansas. Until we do, the two jobs below are the reference for scope, duration and price. Both were delivered in Florida, where we operate as Vista Drone Cleaning, with the same equipment, method, insurance and price sheet that crews bring to Arkansas.

Documented project · Florida

Reference project: Belmont Village

Belmont Village Senior Living · Coral Gables, FL, a 130,000+ sq ft luxury senior living high-rise. Delivered in Florida, where we operate as Vista Drone Cleaning.

Belmont Village needed its entire exterior - facade, windows and floor surfaces - cleaned without closing a single entrance or moving a resident. Lifts, scaffolding, swing stages and rope access were all off the table.
