How we operate in Arizona
These are the rules that shape a job here; we plan around them at the survey, not on site.
Arizona Revised Statutes section 13-3729(C) bars cities, towns and counties from adopting ordinances or rules regulating drone ownership or operation, voiding any local drone rule adopted before or after August 2016.
Section 13-3729(D)(3) carves out one exception: a city, town or county may still regulate the takeoff and landing of a model aircraft in a park or preserve that it owns.
Arizona has no drone-specific privacy statute; drone photography can still trigger the state's voyeurism law (A.R.S. 13-1424) or its surreptitious recording law (A.R.S. 13-3019).
Phoenix: Phoenix City Code Sec. 24-49 bars takeoff and landing of small remote-controlled aircraft in city parks and preserves outside Director-designated sites; the restriction does not apply to UAS operated under a City of Phoenix agreement or film office permit.
Phoenix Sky Harbor International Airport sits under Class B airspace covering central Phoenix; LAANC authorization is available through much of the surrounding grid but drops to zero near the runways, requiring manual FAA authorization there.
Arizona has no separate Registrar of Contractors license classification for pressure washing or exterior cleaning. A contractor license is required only once labor and materials on a job exceed $1,000 (A.R.S. 32-1121) or a building permit is needed.
Arizona regulates stormwater discharge through the AZPDES program run by ADEQ; Scottsdale's water quality guidance says pressure-washing wastewater must not run into storm drains and instead must be contained, sent to the sanitary sewer, or hauled off by a permitted waste company.
